The government's IT leadership team is to undergo a major organisational reshuffle,according to a notice from Cabinet Office chief operating officer Stephen Kelly seen by Computer Weekly.
Under the shake-up Andy Nelson will remain government CIO,but will have reduced responsibilities as he steps back from the role to concentrate on the digital transformation agenda at the Ministry of Justice.Deputy CIO Liam Maxwell is to report to Mike Bracken,executive director of the Government Digital Service,who leads the digital strategy.
Nelson will continue to lead the CIO Council and chair the CIO Delivery Board.His main focus will be to lead the IT profession in government and ensure the community works together and in line with the agreed ICT strategy."Andy will have a dotted line of reporting to me,"added the note from Kelly.
"This re-focus will allow him to give greater support and time to the Ministry of Justice in their digital,transformation,and strategic agendas,"he said.
Liam Maxwell will determine a clear design plan for the ICT strategy which will serve as the roadmap for the ICT strategy delivery,said the note.
Executive director of the Cabinet Office,Lesley Hume,is to lead the execution of the ICT strategy,working with the Whitehall departments.
"Lesley's focus will drive efficiency on our legacy ICT arrangements;particularly in areas of greatest opportunity e.g.datacentre consolidation and hosting.As part of this work she will oversee the migration programme that will shift the'legacy'to'future'arrangements(defined by the ICT strategy and Liam's work),"said Kelly's note.
Hume will report to chief procurement officer Bill Crothers.
The changes come three months after former Micro Focus CEO Kelly took the role of chief operating officer at the Cabinet Office and head of the Efficiency and Reform Group,replacing Ian Watmore who left the post in June.
