A Resolution for a Brownfield Redevelopment Plan for The City's Landaal Packaging Systems

The Bay City Commission in Michigan, US, will consider a resolution for a Brownfield Redevelopment Plan for the city's Landaal Packaging Systems that would be an incentive for the nearly $5m expansion that had been announced earlier.

The company had announced the expansion plans at its Delta Containers division in July 2014 which would see an addition of 66,000ft2 to the existing facility. The company at the time had said that the addition would help them house manufacturing, warehousing and office operations which are expected to be fully operational by 1 May 2015.

Mlive quoted plant manager Brian Timm as saying that the warehouse portion of the project is about 65% complete and the office portion is about 20% complete.

As a part of the Brownfield Redevelopment Plan, the company, that specialises in corrugated packaging, would be given a reimbursement for certain eligible activities to facilitate the construction of a 64,630ft2 expansion to its existing 49,600ft2 building.

Landaal plans to invest approximately $4.9m. Tax increment revenues for five years will be captured by the Brownfield Redevelopment Authority following payback estimated at $420,641 to build the Local Site Remediation Revolving Fund.

While economic development project manager for Bay City Sara Dimitroff said that the Brownfield redevelopment authority had unanimously approved the plan, it is now up to the city commissioners to decide.

Three parcels located at 1302 N McLellan, 1400 Eddy St and 1221 N Johnson St. in Bay City is a part of the expansion project. It would also include the expansion of portions of water, sanitary and storm sewers, sidewalks and drives entering the site.

As a result of the plan, the city will be able to place additional captured tax increment into a Local Site remediation revolving fund that will be used within the city at other Brownfield sites to assist with additional redevelopment activity.
