China is moving toward the standardization of semiconductor lighting’s upstream to downstream sectors.

China is undertaking development efforts to strengthen its semiconductor lighting sector and sustain a 30 percent annual growth rate to achieve a production scale of$78.7 billion by
2015.

Toward this end,the National Standard and Metrological Testing Regulation initiated a summit to draw up a unified plan for standardization. The meeting was attended by the National Development and Reform Committee, the Department of Science and Technology, the Industrial and Information Department and the Ministry of Finance. The Housing Construction Department also participated and is tasked with formulating policies for city''green''lighting and construction. The two undertakings are expected to bolster initiatives for LED,and new energy and technologies.

The assembly also covered schemes for the advancement of the segments in the chain such as materials, components, equipment and applications.

Part of the 12th Five-Year Plan, the industry building endeavor extends to the establishment of 20 to 30 major enterprises,40 to 50 high-technology operations and 20 special industrial bases.

The laser display technology and industry system will be formed by the end of the Plan period. The OLED subsector will be in place as well.

The top five manufacturing hubs for the line will be the sites of development and production expansion. These include the cities of Shenzhen,Dalian,Nanchang and Xiamen, respectively in Guangdong,Liaoning,Jiangxi and Fujian provinces, and Shanghai. The last targets to come up with the key technology for 100 lm/W white light for use in general and automotive illumination.

In Guangdong, the Joint Innovation Center has invested$314.8 million and extended assistance to 45 semiconductor lighting enterprises. The five major makers with registered capital exceeding$6.3 million were awarded$787,000.Ten with over$3.1 million received$314,800 each, and 30 with$472,000 capital$47,220 per company. The southern province's manufacturing base for the line now includes 70 suppliers, with plans to boost this with more than 2,000 more in the future.

China's efforts reflect the global trend. In fact, the International SSL Alliance and IEEE Components,Packaging and Manufacturing Technology convened its over 32 members, including Aixtron,Cree,Disco,GE,Lumileds,Nichia,Philips and Veeco.Key equipment and packaging enterprises, extension chip suppliers, lighting design agencies, scientific research institutions and universities are also part of the pool.
