The EU Will Lower The Floor Price for PV Modules Imported From China to EUR0.53/W

The EU will lower the floor price for PV modules imported from China from EUR0.56 (US0.77)/W currently to EUR0.53/W beginning April 1, 2014, with the annual import quota remaining unchanged at 7GWp, according to China-based media reports.

A EU-China consensus in 2013 set a floor price and an annual import quota to settle disputes over alleged dumping of PV modules by China makers. However, many China-based PV module makers have complained the floor price of EUR0.56/W crippled their competitiveness in the Europe market, as compared with EUR0.52-0.54/W quoted by Taiwan- and Korea-based makers in 2013. Therefore, the China Chamber of Commerce for Import and Export of Machinery and Electronic Products recently negotiated with EU about adjusting floor price, the reports indicated.

Some smaller China-based PV module makers, in an attempt to evade the floor price control, have arranged partners in other countries including Malaysia and India to issue false country of origin certificates for their products, the sources said. EU customs authorities have been investigating suspected PV modules imported from such countries.
