Located ten miles from Colorado Springs, the City of Fountain is in close proximity to some of the country's most popular attractions, including Pike's Peak and Garden of the Gods. Within this community of nearly 20, 000, Fountain City Hall ("City Hall") is an historic landmark, serving the community with a wealth of city services. Because of City Hall's historical and community significance, officials decided to retrofit the existing 100-watt high pressure sodium lighting system with an energy-efficient solution. The City applied for a matching grant from the Colorado Governor's Energy Office, which stipulated the project had to positively impact public perception and include high-efficiency lighting. The grant was based on installing an LED lighting system, with goals of improving the nighttime appearance of City Hall, reducing energy consumption and complying with dark skies guidelines. Initially, the City installed test fixtures at a local park. Based on the results, they selected the vintage appearance Holophane Utility Post Top LED Series luminaires for City Hall's tree and lawn-lined sidewalks and streets. Mounting the fixtures on existing poles, the City installed them at 12 foot heights along the roadway and sidewalks, increasing light levels and providing the area more uniform illumination. The dark-sky compliant LED luminaires are all controlled by a single photo control and are lit from dusk until dawn.
