Expected to become operational by 2017, the plant will be capable of producing 480,000 pounds of whole- and skim-milk powder every day.
The plant will create nearly 150 jobs in Michigan.
Billy Sims-China Food Group co-chairman Billy Sims said: "The manufacturing development is seeking joint-venture partners in China and is talking with potential investors.
"The joint US-China venture has received official support from the Michigan and Chinese government officials."
Billy Sims-China Food Group president and CEO David Coleman said: "In addition to milk powder, the Food Group will partner with other companies to establish a food hub to manufacture snack foods, soft drinks and a private-labeled salad dressing for the Chinese market."
