On November 2, the State Council held the TV and Telephone National Conference on Promoting the Domestic Trade Circulation Modernization in Beijing. It arranged the work of implementing the Opinions on Promoting the Domestic Trade Circulation Modernization and Legalizing the Business Environment (No. 49, 2015), and promoted the innovation and transformation of domestic trade circulation. The member of the Standing Committee of the Political Bureau and the Premier of the State Council Li Keqiang made the important instructions. The Member of the Standing Committee of the Political Bureau and the Premier of the State Council Wang Yang attended the conference and delivered a speech. Officials from the Ministry of Commerce, the Ministry of Finance, the People’s Bank of China and the People’s Government of Shanghai Municipality, Jiangsu Province and Zhejiang Province also made speeches.
Premier Li Keqiang pointed out that it is of great significance to speed up the modernization of domestic trade circulation. It helps to better connect production and consumption, expand effective domestic demands and promote the quality of people’s living standard. According to the decisions and deployment of the State Council, local governments and related departments should make efforts to reform and innovate, optimize supporting policies, and further clean up the roadblock that obstructs the construction of the national unified market, break the regional blocks, unlock the channel of the market and reduce the circulation cost substantially. Local governments and related departments should also further promote public entrepreneurship and mass innovation, encourage the development and integration of new types of circulation business which are participated by all kinds of entities online and offline. They should further promote the supervision efficiency and service level, standardize the circulation order, strengthen credit construction, create a legalized business environment, and make the modern circulation industry an important industry to support the economic and social development, in order to make new contributions to the building of a well-off society in an all-round way.
Vice Premier Wang Yang stressed in his speech that we should sincerely implement the spirit of Premier Li Keqiang’s important instruction to speed up the modernization of domestic trade circulation. By doing so, we would make domestic trade circulation the new engine of economic transformation and development, the new power of optimum distribution of resources, the new platform of public entrepreneurship and employment, the new field of ecological civilization construction, and the new carrier for spreading excellent culture. In a period in the future, the work of domestic trade circulation should be guided by the spirit of 5th plenary session of the 18th Communist Party of China Central Committee. It will firmly set up the development concept of innovation, coordination, green, opening up and sharing, and strongly promote the informatization, standardization, intensification of the circulation, in order to bolster China to develop from a large country of circulation to a strong country of circulation.
Minister Gao Hucheng said in his speech that, the Ministry of Commerce will take the spirit of the 18th National Congress of the Communist Party of China, and the spirits of the 3rd, 4th and 5th plenary sessions of the 18th Communist Party of China Central Committee as the guidance. He said the Ministry of Commerce will work with local governments and related departments to implement the Document No. 49 completely. At the same time when sticking to overall promotion, the Ministry of Commerce will endeavor to make breakthrough in key fields and key links. The Ministry of Commerce will make efforts to implement the mature and effective policies and measures, optimize the policies and measures that need to be detailed, come up with practical working plans in time, strengthen on-the-spot and afterwards supervision, and play well the role of the inter-ministerial joint meeting of domestic trade circulation. It aims to form the joint efforts, to promote the implementation of the policies and measures jointly, and to make them effective.
