The final results in the administrative review of the countervailing duty (CVD) order on welded carbon steel standard pipe and tube from Turkey suggest the possibility that the US Department of Commerce (DOC) may find subsidies in the pending CVD investigations of OCTG and rebar from Turkey.
As reported Wednesday, the DOC found that three Turkish pipe mills received subsidies in 2011.? However, the amount of the subsidies was de minimis for two of the mills.? In addition, there is a difference in the de minimis levels for administrative reviews (less than 0.50 percent) and original investigations (less than 2.00 percent for Turkey as a developing country).? Therefore, if the subsidy margin were 0.83 percent in an original investigation involving Turkey, that rate would be considered de minimis.
