Boxes and Enclosures for Electrical Accessories for Household

Four related new national standards (hereinafter referred to as "new standard") regarding boxes and enclosures for electrical accessories for household and similar fixed electrical installations have been published, details are listed as below:

In order to ensure the smooth progress of standard version change and the continuous effectiveness of certification results, in accordance with CNCA [2010] No. 2 notice "Notice of Requirements of New Standard for Compulsory Certification of Boxes and Enclosures for Electrical Accessories for Household and Similar Fixed Electrical Installations", principles and procedures of the standard version change are published as follows:

.I.    Principles of Standard Version Change

i.          As of the promulgation date and before the new standard is officially carried out, applicants could freely choose the new standard or standard GB17466-1998 (hereinafter referred to as "old standard") for certification application (if the old standard is chosen, sufficient time should be set apart to ensure that the approval certification could be obtained before the new standard is officially carried out).  As of 1 February 2010, only the new standard will be adopted for certification.

ii.         For those products that have obtained the compulsory authentication certificate, holders of old authentication certificate should submit the standard version change requisition to CQC after the new standard is released and before the next follow-up inspection is carried out.  And upon completion of an inspection according the standard difference with satisfactory results, a new authentication certificate shall be issued in accordance with the new standard. Transfer of old authentication certificates will be completed by 1 February 2011, if those certificates were not transferred on time, they would be suspended; If they failed to be replaced before 1 May 2011, they would be disqualified by CQC.

iii.         For those certified products in different time-series, which could have merged into one unit, will be processed as one single unit during the supplementary test.

II.    Procedures of Standard Version Change

A.   Application of Standard Version Change

i.                     Main Steps

Step 1:   Applicants log on CQC website (www.cqc.com.cn) by using their own username and passcode;

Step 2:   Click "Fill out the Certification Requisition" on the left side of the screen;

Step 3:   Click "Fill out CCC Change Requisition" under "China Compulsory Certification (CCC)";

Step 4:   Choose "02 - Circuit Switches and Protection or Electrical Appliances Connection Devices", and then choose "0206 - Enclosures for Electrical Accessories for Household and Similar Fixed Electrical Installations";

Step 5:   Accurately fill out the applying certificate number and its corresponding CCC testing report number for those apply for certificate transfer;

Step 6:   Fill out the following fundamental information: name of applicant, name of manufacturer, name of plant and address, product name and specification etc;

Step 7:  Please choose item 12 to fill out additional information of authentication application: the national standards, technical rules or authentication implementing rules, which the product certification is based on, have changed. Taking boxes and enclosures with provision for suspension means for example, changing items should be filled out like this: before standard version change: GB17466-1998, and after standard version change: GB17466.1-2008 and GB17466.21-2008.

ii.     Notes for Application

(1)        Both a test and a testing report are required in this standard version change, therefore, blanket request is not acceptable. Applicants please do not fill out multiple certificate numbers in Step 5;

(2)   ODM Certificate

a.         ODM Certificate holders must communicate with original authentication certificate holders to ensure timely transfer request. Transfer request for ODM certificates should be submitted to CQC within one month after original certificate holders obtain their new authentication certificates.

b.         New ODM Certificate application will not be accepted before the original certificate finishes its standard version change. For those products that have applied for ODM, but have not obtained the certificate, process of those applications will be suspended.  ODM applications will be continued to process when standard version change of the original certificate is finished, application materials are revised and supplemented and samples that are qualified for the new standard are submitted to inspection bodies for a new report.

c.         The agreement should be proposed along with ODM Certificate during the standard version change, and the agreement should meet the requirement of "Notice of Requirements of ODM Original Entrusted Agreement" (Please refer to CQC website, published on 28 November 2007).

d.         ODM supplemental requirements should be implemented in accordance with CNCA [2009] No. 30 notice "Supplementary Agreement of ODM Model Involved in Implementation Rules of Product Compulsory Certification".

(3)        At the same time when certificate holders apply for standard version change, they could also apply for adding other changing items, for example, adding product specifications etc. However, applicants please specify in step 6 and step 7.

B.                 Acceptance of Application

In principle, each CCC Certificate should be regarded as one application unit, and please fill in one requisition for each version transfer.
