Question  What is Revised applicable scope to implement timetable for safety standard IEC/EN62133 of batteries (Containing alkaline and other non-acid electrolytes) used in the devices and appliances? 
Conclusion 
The IEC / EN 62133 standard must be used for all types within the scope of the standard that includes cells and batteries containing alkaline or other non-acid electrolytes (NiCd, NiMH, Li, ...). 
It is therefore required within the GS safety test of a battery-powered device to prove the requirements of IEC / EN 62133 for all cells and also for the entire battery pack. 

Details of the old EK9-BE-77 resolution (May 2011)
According to EK9-BE-77 decision on May,2011, theNiCd,NiMH, lithium-ion cells and batteries used in the Machines, Handheld tools, Garden tools(EN 60745 series) should be complied with standard IEC/EN 62133.For implement table as follows:

 Before May 01, 2011                   Batteries tested to the UL standard 1642 shall be accepted
2nd phase          
 May 01, 2011 to Apr. 30, 2012  Batteries tested to the UL standard 1642 must be subjected to additional testing on identified differences to ensure compliance with IEC/EN 62133. 
3rd phase
 After May 01, 2012  Batteries must be tested and certified (and accepted) according to IEC/EN 62133 only.
