Authorities Have Created a Framework for The Provision of Pension Software Solutions

A number of local government administering authorities have created a framework for the provision of pension software solutions and issued a tender worth between £3m and £30m.

The Official Journal of the European Union tender notice states that Kent County Council will be the lead authority for the procurement process on behalf of the other founder members: Tameside Metropolitan Borough Council Pension Fund, South Yorkshire Pension Fund, Norfolk County Council, Essex County Council, Bedford Borough Council, Nottinghamshire County Council, Lambeth Borough Council, Cheshire West and Chester Council, Hampshire County Council, and Kent County Council.

The members want a supplier to be able to provide software solutions that administer the local government pension scheme, the police pension scheme, and the fire and rescue pension schemes.

The specification has been broken down into a modular format to enable administering authorities to contract with a single supplier for any number of available modules within their operating system, whether it is for a module on Workflow or Imaging Payroll, for example.

The four-year contract is covered by the Government Procurement Agreement (GPA) and a supplier will be chosen on the award criteria of quality (60 per cent) and price (40 per cent).

This is further broken down on the quality criteria weighting as:

Implementation, support, maintenance and hosting services and ongoing customer management (20 per cent);

Core pensions functionality (10 per cent);

Electronic document management functionality (7 per cent);

Workflow functionality (7 per cent);

Pensioner payroll functionality (5 per cent);

Member access functionality (5 per cent);

Employer access functionality (5 per cent).
