China to Lower Feed-in Tariffs for PV, Wind Power Generation in 2016-2020

The China government has drawn up tentative feed-in tariff rates for on-grid PV power-generating stations and distributed PV systems as well as land-based wind power-generating farms during the 13th Five-year Plan period (2016-2020), with rates to be gradually reduced from current levels by 10-20% for the former and by 14.8-22.4% for the latter in 2020, according to China-based 21st Century Business Herald.

The reductions in feed-in tariffs during 2016-2020 are smaller than originally expected, signaling the China government's ambition to boost development of renewable energy to reduce carbon emissions, industry sources in Taiwan indicated.

The China government divides areas where PV power-generating stations and distributed PV systems are located into three categories mainly based on availability of sunlight and local power grids, and divides areas where wind power-generating turbines are located into four categories based on availability of wind resources and local power grids.

In the 13th Five-year Plan, the China government has set a tentative target cumulative installation capacity of 150GWp for PV power generation and that of 250GWp for wind power generation for 2020.

Since the current feed-in tariff rate of CNY0.85 (US$0.134)/kWh for far offshore wind power-generating farms and that of CNY0.75/kWh for near shore are relatively low in terms of driving investment, they will not be downward adjusted during 2016-2020.
