AD/CVD Petitions Is Filed by US Producers for OCTG

The US industry--consisting of United States Steel Corporation, Maverick Tube Corporation, Boomerang Tube, Energex Tube (a division of JMC Steel Group), Northwest Pipe Company, Tejas Tubular Products, TMK IPSCO, Vallourec Star L.P., and Welded Tube USA Inc.--has filed antidumping (AD) and countervailing duty (CVD) petitions against oil country tubular goods (OCTG). Rumors of a trade case have been swirling for years, but grew more pronounced over the last couple months.

The AD petitions were against OCTG from India, Korea, the Philippines, Saudi Arabia, Taiwan, Thailand, Turkey, Ukraine, and Vietnam and the countervailing duty (CVD) petitions were filed against OCTG from India and Turkey.

The scope of the case applies to OCTG, both welded and seamless, regardless of end finish (plain end, threaded, threaded and coupled), and whether or not conforming to API specifications. The scope of the investigation also covers OCTG coupling stock.

The critical date is likely to be the date of the Commerce Department's preliminary determinations according to the "extraordinarily complicated" schedule: November 29, 2013, for the countervailing duty investigation and January 28, 2014, for the antidumping investigation
