On October 3, Official of the Department of Foreign Assistance made comments on the foreign assistance measures announced by President Xi Jinping at the UN 70th anniversary summits.
The official said that, in the end of September, President Xi Jinping attended the Development Summit which marks the 70th anniversary of the founding of UN, the Roundtable of South-South Cooperation and the Women’s Summit. He announced a series of measures at the summits, mainly including the following five aspects: Firstly, China will set up an Assistance Found for South-South Cooperation. US$ 2 billion will be provided at first to support the developing countries to implement the development agenda after 2015. Secondly, China will exempt the unpaid inter-governmental interest-free loans which will be expired at the end of 2015 and are for the least developed countries, landlocked developing countries and small island developing countries. Thirdly, in the future 5 years, China will provide the other developing countries with the supports of “Six Hundreds Projects”, including 100 poverty reduction projects, 100 agricultural cooperation projects, 100 hospitals and clinics, 100 schools and vocational training centers, 100 ecological protection and climate changes projects, and 100 trade promoting and assistance projects. Fourthly, China will set up the Institute of South-South Cooperation and Development, providing education with record of formal schooling and training places, in order to cultivate talents in various fields for the other developing countries. In the future 5 years, China will provide 120,000 training places in China and 150,000 quotas for scholarship to the other developing countries, and cultivate 500,000 professional technicians for the other developing countries. Fifthly, China will help the other developing countries implement100 health projects for women and children, and send medical specialists team to carry out the activity of patrolling doctors. China will implement the 100 Happy School projects to provide school subsidy to girls in poverty in order to enhance the enrollment rate of girls. Furthermore, China will invite 30,000 women from developing countries to China to take part in the trainings, and train 100,000 female professional technicians for developing countries locally.
The official stressed that, the above assistance measures declared by President Xi Jinping reflected “the Community Concept of Human Destiny”and the important thought of right balance between upholding principles and pursuing shared benefits. President Xi Jinping’s above assistance measures also declared to the world that China will actively undertake the international obligations while seeking self development, and insist in trying its best to provide help to the other developing countries. It also showed the determination of the Chinese government and people to strive for the equitable development and to realize the common development with the people of the other developing countries.
Next, the Ministry of Commerce will, according the needs of the recipient countries, sincerely study and formulate the implementation plans of the above measures together with the related departments, and will fulfill the assistant commitments practically.
