General Office of Ministry of Commerce Issues Notice of the Guidance Opinions on Promoting the Construction of Modern Logistic System of Traditional Chinese Medicinal Materials

The General Office of the Ministry of Commerce has recently issued the Notice of the Guidance Opinions on Promoting the Construction of Modern Logistic System of Traditional Chinese Medicinal Materials (No.[2014]809, hereinafter referred to as the Notice), which requires local commercial departments to promote the construction of a modern logistic system of traditional Chinese medicinal materials, in order to promote the modernization of the circulation of Chinese medicinal materials and enhance the guarantee capability of quality and safety of Chinese medicinal materials.

The Notice clarifies the overall goal of initially forming a modern logistic system of Chinese medicinal materials integrating recovery, processing in place of origin, packaging, storage and transportation, and puts forward six major tasks. The tasks are to build processing bases for Chinese medicinal materials, standardize the package of Chinese medicinal materials, build a concentration storage and delivery network, generalize and apply modern logistic management and technology, optimize the supporting logistic service of the market of Chinese medicinal materials, and strengthen and enlarge the storage and logistic enterprises of Chinese medicinal materials.

To realize the above goals and tasks, the Notice puts forward four supporting measures. The first one is to strengthen planning guidance and policy support, and make efforts to provide land, funds, and financing support to the construction of concentrative processing bases and socialized storage bases of Chinese medicinal materials. The second one is to form a standard system covering the whole process of the logistics of Chinese medicinal materials as soon as possible. The third one is to carry out the quality certification system of the storage of Chinese medicinal materials, to ensure the enterprises engaged in the public storage service of Chinese medicinal materials are qualified. The fourth one is to give full play to the positive role of related associations in the standards formulation, publicizing and implementing of Chinese medicinal materials, talent training and professional consultation.
