Domestic Lighting Will Not Be Included in The Scope of Flagship Energy Efficiency Scheme

Green Deal Will Exclude Domestic Lighting

 

The government has announced that domestic lighting will not be included in the scope of its flagship energy efficiency scheme, the Green Deal.

The announcement came as the Department of Energy and Climate Change DECC published a response document to its two-month consultation on the scheme and set out secondary legislation that will bring the Green Deal energy efficiency market into operation and implement the Energy Company Obligation (ECO).

A spokesperson for DECC said: 'Lighting, lighting systems, fittings and controls are eligible Green Deal measures, but will only be able to attract finance in the non-domestic sector. This means lighting will only be recommended for a Green Deal plan during non-domestic assessments. Our official guidance will make this position clear.

'Ministers recognise the benefits low energy lighting can bring, but are concerned that in homes, people will easily be able to remove bulbs and that when properties pass to new occupants, there is the potential that they will have to pay for measures that they are no longer benefitting from. This risk is higher than for other Green Deal measures which are more difficult to remove.'

Lighting will also be left out of the Energy Company Obligation, which calls on energy companies to subsidise energy-efficiency work for poorer households or those where energy savings are harder to implement.

The statement finished by saying that DECC wants to continue dialogue with the lighting industry on the longer term strategy for the sector and links to the Green Deal.
