Wang Yang: Remain Confident, Vigorously Promote Steady Growth, Transformation, Upgrading of Foreign Trade

The national teleconference on foreign trade was held in Beijing on February 26. Vice Premier Wang Yang attended and addressed the meeting. He stressed that great efforts should be made to genuinely implement the spirit of the central economic work meeting, seek progress from stability, highlight innovation driving, make the implementation of polices well, render great support to promote steady growth and transformation and upgrading of foreign trade and accelerate the cultivation of new advantages in international competition.

Wang said that under the guidance of the CPC Central Committee and the State Council and with the joint efforts of local departments, China’s foreign trade maintained steady growth in 2014, the structure continued to be optimized, both quality and efficiency got improved, the position as a large trading power was consolidated and international market share was improved. That was not an easy thing.

Wang stressed that in recent years, China’s import and export has registered a slowing growth, which objectively reflected the new normal of China’s economic development. But China’s comprehensive advantages in foreign trade competition still exist and we also boast a sound basis for a long-term and steady growth. We must strengthen the will, consolidate our confidence and vigorously raise foreign trade into a new step. At present, we need to further perfect the policies on foreign trade stability and structure adjustment, increase the confidence of foreign trade enterprises, intensify duties and responsibilities and give local governments’ initiative and creativity to develop foreign trade into full play. Efforts will be done to continue to improve export tax rebate sharing mechanism and expand the scale and coverage of credit guarantee in exports. Export potential will be positively digged out and exports of advanced technology equipment, key parts and consumption products will be expanded. Processing trade transformation and upgrading will be furthered and trade in services and service outsourcing development will be accelerated. Innovation on business models of foreign trade companies will be encouraged and policy difficulties in cross-border e-commerce, comprehensive service platforms and market sourcing development will be tackled with. Import and export charges management will be intensified, and a “positive list” system of charges will be established to deepen the cooperation in customs inspection and improve trade facilitation. Enterprises will be encouraged to participate in overseas infrastructure cooperation, promote equipment manufacturing to go global and enhance efficient integration of investment and trade.
