According to Announcement No. 35 Implementing Rules for Hazard Analysis and Critical Control Point System , Certification basis and scope for Hazard Analysis and Critical Control Point System and related requirements promulgated by Certification and Accreditation Administration of the People's Republic of China (CNCA), all the enterprises have obtained HACCP certificate should submit the changing application, the details as follow,
1 The basis of CQC HACCP certification
The basis of CQC HACCP certification changed to Hazard Analysis and Critical Control Point(HACCP)systemof Food Manufacturing Plant——General Requirements(GB/T 27341) and General Hygienic Regulation for Food Enterprises (GB 14881)
If needed,General Principles of Food Hygiene ( CAC/RCP1-1969,Rev.4, 2003) and HACCP System and Guidelines for Its Application Annex to CAC/RCP1-1969,Rev.4(2003)can take as the supplementary basis.
2 Certificate changing
CQC accept the certificate changing application from May. 1st. 2012.
For the CQC HACCP certificate based on the original CQC requirements before Dec. 31st, 2011, will combine the current surveillance audits to finish certificate changing according to new version HACCP standards and implementation rules.
For the enterprise has accepted site-audit before May. 1st, 2012, and has obtained certificate before Aug. 1st, 2012, will combine the current surveillance audits to change certificate according to new version HACCP standards and implementation rules before April 30th, 2013.
For the projects accepted but not completed site-audit before May 1st, 2012, CQC will issue new version HACCP certificate according to related requirements since May 1st, 2012.
For the enterprise completed site-audit before May. 1st,2012, but not obtained certificate before Aug. 1st, 2012 as of certain reasons, then the original certification is invalid. The applicant should re-submit the certificate.
For the certificate overdue to complete changing ,it will be withdrawn.
3 Projects arrangement outside HACCP certification scope
CQC will be no longer to accept the application outside HACCP certification scope since Dec. 31ST, 2011. For the issued certificate which outside certification scope, the certificate will be invalid on the first surveillance audit. For the certificate within the scope of ISO22000, if it meets requirements it can be transmitted to ISO22000 certificate after completing site-audit.
For the application outside the scope has accepted after Dec. 31st, 2011 and before the release of implementation rules by CNCA , will not be issued.
