In 2012, Baosteel Ltd. sustained the increased efforts to improve and invest in the environmental facilities in the plant complex. Relying on the implementation of "3-year Action Plan for Environmental Renovation", and carrying on the construction of on-line management platform for environmental protection and comprehensive assessment index system for environmental performance, Baosteel Ltd. made multiple efforts to improve various environmental pollution triggered by traditional production from the source. Last year, the departments and plants directly affiliated to Baosteel Ltd. registered a 33.8% y-o-y drop of SO2 emission, a 14.8% y-o-y drop of NOx emission, a 5.3% y-o-y drop of fume and dust emission, and a 5.4% y-o-y drop of average dust fall, creating the best level in history; the days of first class (excellent) environmental air quality are 134 days, a y-o-y increase of 48 days, the days of third class (slight pollution) environmental air quality are 13 days, a y-o-y drop of 24 days.
During the "12th 5-year planning", the government raises higher requirements for enterprises' environmental protection. The residents in the communities nearby the enterprises pay more and more attention to Baosteel's environment, and Baosteel Ltd. is facing increasing pressure of environmental protection. In the meantime, Baosteel Ltd. is also confronted with the difficulty of gradual aging of key environmental protection equipment. In the general background of steel enterprises entering meager profit era, Baosteel Ltd. insists in the practice of environmental management strategy, strives to improve the environmental protection index and enhance the environmental performance.
In the aspect of equipment investment and revamping, Baosteel Ltd. planned 64 environmental technical revamping projects totally last year. No.1 and No.2 units of Power Plant successively built the boiler low NOx combustion facility and put them into operation, effectively reducing the generation and emission of NOx. The project of wet FGD system added to No.3 unit of Power Plant smoothly passed the final environmental acceptance by the environmental department of the government in March last year, and was put into operation officially in April. After being put into operation officially, No.3 unit registered a 80.2% y-o-y drop of SO2 emission. Through the integral replacement of the damaged electrostatic precipitator at the head of sintering machine, and the change of original fundamental frequency power supply into high frequency power supply, the efficiency of electrostatic precipitator is improved; through the appropriate increase of replacement rate of baghouse's filter bag, the operating power consumption of dedusting system is reduced, and the amount of dust emitted from the dedusting system is reduced as well; through the local update revamping, system adjustment, dust and clogging cleaning, etc. of the existing dedusting system in a systematic way, the lean operation level of dedusting system facilities is improved.
In combination with the implementation of "3-year Action Plan for Environmental Renovation", the departments and plants directly affiliated to Baosteel Ltd. planned and launched 7 projects to strengthen the control of pollution source, so that the plant environment is further improved. In order to reduce the impact of dust generated during the production process on the environment, the measures such as enclosing the flying dust forming point, and improving the function and equipment status of dedusting facilities are adopted; to strengthen the regulation and management of road environment in the plant area, the sidewalk along the whole line of Wei Shiyi Road is revamped into the red steel slag water permeable brick pavement of bright color in a unified way; through the installation of road monitoring system and the patrol inspection system of plant environment, the material spilling and falling phenomena of transport vehicles is under control, which effectively reduces the road dust flying. The company also carried out the 97000m2 greenbelt revamping to improve the landscaping.
In the aspect of environmental protection management, the company lays stress on the construction of on-line management platform for environmental protection and comprehensive assessment index system for environmental performance. Through the promotion of upgrade revamping of automatic monitoring system for environmental air quality, the automatic statistics and generation of air quality API index in plant area and the push function of air quality daily report and monthly report as well as short message are realized, and the API data comparison analysis function of Shanghai City and Baoshan District is added; the software upgrading and capacity expansion of existing video monitoring system are completed, which satisfies the requirement of adding monitoring video for environment in plant area; the establishment of mobile application environment monitoring and the development of mobile software are pushed forward, which improves the monitoring strength of pollution source and the perception and risk warning capability for prevention of out-of-standard emission. In the meantime, the comprehensive assessment index system for regional environmental performance is established and improved, the environmental risk monitoring and warning mechanism is perfected, overall assessment for comprehensive status of environmental protection in each responsible region is carried out. Improvement plan is formulated for the responsible units failing to reach the green level and regular tracking is made, so as to improve the environmental management performance of the company in an all-round way. Through the construction of the team of dedicated staff for environmental protection, work with competent certificates is realized, rendering powerful support to the implementation of various measures for environmental management.
