The US Department of Defense(DoD)has awarded a number of new contracts and contract modifications for the development of optics and photonics components and systems in the past two months.
Here's our round-up of the latest photonics-related DoD funding activity in summer 2012,including mid-infrared imaging technology for unmanned aerial vehicles(August 21),multi-spectral targeting systems for US Navy helicopters(July 25),and a five-year SBIR contract for Arete Associates to develop a new kind of optical countermeasure system for both ground and airborne use(July 2).
August 21:
Insitu,Inc.,Bingen,Wash.,is being awarded a$23.4million modification to a previously awarded firm-fixed-price contract(N00019-11-C-0061)for additional operational and maintenance services in support of the ScanEagle unmanned aerial systems.These services will provide electro-optical/infrared and mid-wave infrared imagery in support of land-based operations in Operation Enduring Freedom to provide real-time imagery and data.
August 9:
NAVMAR Applied Sciences Corp.,Warminster,Pa.,is being awarded a$20million firm-fixed-price,cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement(N68335-10-G-0026)for a Phase III B Small Business Innovation Research project under topics N92-170 and N94-178 entitled"Laser Radar Identification Demonstration"and"Air Deployable Multi-Parameter Environmental Probe"respectively.This order procures 127 Persistent Ground Surveillance Systems Gondola's Gen 3.2,and the associated integration of the gondolas in support of forward operating bases throughout Afghanistan.

Ball Aerospace and Technologies Corp.,Systems Engineering Solutions,Boulder,Colo.,is being awarded a$15million contract modification for laser effects vulnerability research.
Raytheon Co.,McKinney,Texas,is being awarded an$8.5million firm-fixed-price delivery order against a previously issued basic ordering agreement(N00019-10-G-0006)for the procurement of 132 Engineering Change Proposal 0035 electro-optical daylight operations improvement retrofit kits and weapon replaceable assemblies in support of the F/A-18 aircraft advanced targeting forward looking infrared pods and will include all activities associated with the retrofit of the electro optical sensor unit.

Raytheon Co.,McKinney,Texas,is being awarded a$23.9million firm-fixed-price contract for 24 Multi-Spectral Targeting systems.The system is an airborne,electro-optic,forward-looking infrared,turreted sensor package that provides long-range surveillance,high altitude target acquisition,tracking,range-finding,and laser designation,and for all tri-service and NATO laser guided munitions.
July 27:
Northrop Grumman Systems Corp.,Warner Robins Regional Support Center,Warner Robins,Ga.,is being awarded a$463million requirements contract for sustainment of the AN/AAQ-24(V)Large Aircraft Infrared[countermeasures](LAIRCM)system.Work includes depot-level repair of 20 components of the AN/AAQ-24(V)LAIRCM system.
July 26:
Goodrich Corp.,Danbury,Conn.,was awarded a$36.3million firm-fixed-price contract.The award will provide for the modification of an existing contract to procure additional AVR-2B(V)laser detecting sets.

Raytheon Co.,McKinney,Texas,is being awarded a$22.5million firm-fixed-price modification to existing basic ordering agreement(N00164-12-G-JQ66)for 24 Multi-Spectral Targeting Systems.This acquisition is for Multi-Spectral Targeting Systems that will be used by Navy MH-60R helicopters.The system is an airborne,electro-optic,forward-looking infra-red,turreted sensor package that provides long-range surveillance,high altitude target acquisition,tracking,range-finding,and laser designation,and for all tri-service and NATO laser guided munitions.

MZA Associates Corp.,Albuquerque,N.M.,is being awarded a$9.8million indefinite-delivery/indefinite-quantity contract for a Phase III Small Business Innovation Research project under topic N091-009,entitled"Tactical Beam Director for Airborne High Energy Laser Applications".This contract provides for the finalized design for the MH-60S helicopter beam director and beam control system,fabrication of all components,and integration into a high-power beam director and beam control system.
July 12:
FLIR Systems Inc.,North Billerica,Mass.,is being awarded a$7.1million modification under previously awarded contract(N00164-11-D-JQ79).The contract ceiling will increase to$11.5million for the test,teardown,and evaluation,repair,and data for the Maritime Forward Looking Infrared System,Combatant Craft Forward Looking Infrared System,Shipboard Infrared Visual Sensor System,and the SeaFLIR system.The systems provide maritime crafts with all-weather,day/night,high resolution,stabilized FLIR(forward looking infrared)thermal imaging capability to augment existing optical and radar sensors.
July 5:
Honeywell,Minneapolis,Minn.,is being awarded a$9.3million modification to a cost-plus-fixed-fee contract(HR0011-08-C-0019,Phase 4 option exercise).The Defense Advanced Research Projects Agency is funding Honeywell to design,develop,and deliver a demonstration of a gyroscope with a goal capability of absolute reference navigation in a compact,four-diameter optically integrated gyro-head.
Raytheon Space and Airborne Systems,McKinney,Texas,is being awarded an$8.5million cost-reimbursement contract for system imaging from standard definition-infrared to high definition-infrared for the Multi-Spectral Targeting System.
July 2:
Arete Associates,Tucson,Ariz.,was awarded June 29 a$17.7million cost-plus-fixed-fee,indefinite-delivery/indefinite-quantity Phase III Small Business Innovation Research contract for the"Laser Beamrider Optical Countermeasure."This contract provides for the development of multi-functional threat detection and countermeasure systems for airborne and ground forces.Work will be performed in Tucson,Ariz.,and is expected to be completed in June 2017.
Raytheon Co.,El Segundo,Calif.,was awarded June 29 a$9.1million firm-fixed-price delivery order against a previously issued basic ordering agreement(N00019-10-G-0006)for the procurement of 38 Engineering Change Proposal(ECP)-04270510 IR Marker retrofit kits in support of the F/A-18 aircraft.This effort will incorporate the ECP-04270510 IR Marker retrofit kits into the existing advanced targeting forward looking infrared pods and will include all activities associated with the retrofit production of the laser transmitter/receivers and laser electronic units.

Science Applications International Corp.,McLean,Va.,is being awarded a$32.8million cost-plus-fixed-fee indefinite-delivery/indefinite-quantity contract to provide research and development effort to conduct basic,applied and advanced research focusing on seven broad technical areas:N-D laser radar(LADAR),laser radar,laser sources,optical apertures,electro-optical sensor test range,field testing of electro-optical/infra-red LADAR systems,modeling,and simulation laboratory.
