China Impose an Anti-Dumping Security Deposit on Solar-Grade Polysilicon Imported

China's Ministry of Finance has decided to impose an anti-dumping security deposit on solar-grade polysilicon imported from several US- and South Korea-based producers beginning July 24.

The producers subject to the antidumping security deposit include: US-based Hemlock Semiconductor, MEMC Pasadena and Norway-based REC's production bases in the US; South Korea-based Woongjin Polysilicon, OCI, KCC and Innocation Silicon, the ministry indicated.

The security deposit, which is be offered by China-based importers, for US-based producers ranges from 53.3-57% of the duty paying value of imported polysilicon, and 2.4-48.7% for South Korean imports, the ministry pointed out.

In response to petitions filed by China-based polysilicon makers including Jiangsu Zhongneng Polysilicon Technology Development, Jiangxi LDK Photovoltaic Silicon Technology, China Silicon and Chongqing Daqo New Energy, the ministry started an antidumping investigation in July 2012.

Of polysilicon imported by China, about 60% comes from the US and South Korea.
