Recently, the United States frequently waved trade stick to China. Previously, Obama signed an order to set up an inter-sector trade law enforcement center within the U. S. Trade Representative's office, afterwards there has been news claiming that the U. S. House of Representatives Ways and Means Committee will discuss the applicability of U. S. countervailing duty laws to the imported goods from the non- market economy countries, and all of these have pointed to China. According to Reuters, the United Kingdom, March 1, U. S. Trade Representative Office (USTR) vowed to take some measures to achieve an effective implementation of trade commitments made by China. According to the report, USTR wrote in its annual report on the trade agenda of the President that taking the importance of this growing trade relations into account, the United States would adopt any way available to ensure that China would be engaged in fair trade in 2012 all the way, and it would also ensure that U. S. exporters have a fair opportunity to compete in the international market. It is also reported that USTR did not mention the new trade case that United States post against China, but it said that the law enforcement forces of the United States would focus on making China end the unfair trade subsidies and the policy of discrimination against U. S. companies. It is written in the USTR report that the United States would continue to put pressure on China to promote its opening up investment opportunities, to complete negotiations to join the WTO Agreement on Government Procurement, to increase the transparency of trade, and to eliminate barriers to market access from agricultural products to services and other fields. The report also said U. S. Treasury Secretary Timothy Geithner, Secretary of Commerce, Bryson, Trade Representative Ron Kirk held a closed-door meeting to discuss trade issues in China with some members of the House of Representatives Ways and Means Committee. As to the United States' frequent attacks on the issue in the trade fair, China Foreign Ministry spokesman Liu Weimin said, the nature of the Sino-US economic and trade relations was mutually beneficial and win-win. The two sides should properly resolve economic and trade frictions through consultations on the principle an equal footing, mutual understanding. Unilateral accusations and pressure was irresponsible behavior, and also it did no good for resolving the problem. The only standard to determine whether the trade is fair or not is the rule of the WTO that all parties have recognized.
