Public Interest Writ Petition Seeking to Direct The Tamil Nadu Government

A public interest writ petition seeking to direct the Tamil Nadu government to implement its own order that all government and panchayat offices should use only Compact Fluorescent Lamp (CFL) replacing incandescent bulbs, has been filed in the Madras high court. The first bench comprising Chief Justice M Y Eqbal and Justice T S Sivagnanam, refusing to pass any order in the matter, asked the petitioner -- Coimbatore Consumer Voice - to pursue the representation submitted to the authorities. In his petition, Coimbatore Consumer Voice secretary N Logu contended that the energy department issued the order on August 2, 2010, and mandate all government departments, municipalities and educational institutions to use only CFL instead of the incandescent bulbs. According to the PIL, while the incandescent bulbs required 40 and 60 watt of energy, the CFL needed only 14 watts of energy. The government order, hence, aimed at saving power in a huge way. Despite the GO, government departments, civic bodies and other government-run institutions continued to use incandescent bulbs, the PIL said, adding that no tangible efforts had been made to implement the order. Highlighting this violation of the GO, the petitioner sent representation to the government seeking implementation of the order in letter and spirit.
