On Tuesday, Insteel Wire Products Co. and Davis Wire Group filed an antidumping (AD) petition against prestressed concrete (PC) steel rail tie wire from China, Mexico, and Thailand.
The product covered by the petitions is high-carbon steel wire, stress relieved or low relaxation, indented or otherwise deformed, meeting at a minimum ASTM A881/A881M specification, regardless of shape, size, other alloy element levels, suitable for use as prestressed tendons in concrete railroad ties. It is generally classified under HTSUS 7217.10.8045.
The petition identifies the following foreign producers/exporters of PC rail tie wire:
(1) China: Silvery Dragon Group and Technology; Wuxi Jinyang Metal Products Co., Ltd. (a wholly-owned subsidiary of the Tata Steel Group); and Shanxi New-Mile International Trade Co., Ltd.
(2) Mexico: Aceros Camesa S.A. de C.V. (a wholly-owned subsidiary of WireCo WorldGroup).
(3) Thailand: Siam Industrial Wire Co., Ltd. (a wholly-owned subsidiary of the Tata Steel Group);
The petition also identifies the following importers of PC rail tie wire: (1) Bekaert International Americas; (2) CXT Inc.; (3) Rocla Concrete Tie inc.; (3) Tata Steel International (Americas) Inc.; and (5) WireCo WorldGroup.
The petition alleges dumping margins of 54.0 percent for China, 156.52 percent for Mexico, and 54.43 percent for Thailand.
