According to Notice 9 of Standardization Administration of the People's Republic of China in 2012, Minimum Allowable Values of Energy Efficiency and Energy Grades for Microcomputers (GB 28380-2012)has published on May 11th, 2012 and taken effect on Sep. 1st, 2012. China Quality Certification Centre (CQC) also released new version of energy-conservation certification rules for computers CQC31-045201-2012 to instead of CQC31-045201-2009.
I Requirements of Minimum Allowable Values of Energy Efficiency and Energy Grades for Microcomputers as following.
1. The energy-saving certification can be voluntarily chosen implementing by GB 28380-2012 or CQC 3114-2009 since the notice released until Dec. 1st,2012. For the product within GB 28380-2012 applied category will be no longer to adopt standard of CQC3114-2009, and issued by GB 28380-2012. For the product beyond GB 28380-2012 applied category continue to issue by CQC3114-2009.
2. For the computer energy-conservation certificate holder should submit changing application since the notice released.
For desktop microcomputers and all-in-one computer within GB 28380-2012 should be re-sample test, portable computer need to be checked and certificated validity is unchanged.
For the product beyond GB 28380-2012 applicable range, CQC can directly issue new version certificate by CQC31-045201-2012 after certificate holder submitting changing application and related materials, certificated validity is unchanged.
3. Certificate change should be completed before Aug. 31st , 2013. If the certificates were not transferred on time, they would be suspended, if they failed to be replaced before Nov. 30th ,2013, they will be withdrawn.
II Modified rules as following,
The new version rules for computer energy-conservation certification CQC31-045201-2012 to instead of CQC31-045201-2009. Apply for resource conservation (energy-saving, water-saving)701001, the details as following,
1. Added certification standard GB 28380-2012 and clarify standards for different products.
2. Adjust applied category and definite that rules not for server.
3. Added requirements for conforming test.
