The Final Results of Its AD Order on Cut-to-Length Carbon Quality Steel Plate

On Friday, the US Department of Commerce (DOC) announced the final results of its administrative review of the antidumping (AD) order on cut-to-length carbon quality steel plate from Korea. The review originally covered seven companies during the period from February 1, 2011, through January 31, 2012.

The DOC calculated a final dumping margin of 0.00 (zero) percent for Dongkuk Steel Mill Co., Ltd. In addition, the DOC assigned the same dumping margin--0.00 percent--to two companies that requested reviews but were not individually reviewed. They are Samsung C&T Corp. and TCC Steel Corp.

The DOC also determined that the remaining four companies--Daewoo International Corp.; Dongbu Steel Co., Ltd.; GS Global Corp.; and Hyundai Steel Co., Ltd.--had no exports, sales, or entries of subject merchandise during the period of review.

Accordingly, effective May 17, 2013, the dumping duty deposit rate became 0.00 percent for Dongkuk, Samsung C&T, and TCC Steel. In addition, the DOC will send instructions to US Customs and Border Protection to liquidate entries that were made during the period of review.

There is also a countervailing duty order on cut-to-length carbon-quality steel plate from Korea, and the countervailing duty deposit rates are 0.00 percent for Dongkuk and 3.26 percent for Samsung C&T and TCC Steel.
