China solar firms seek support from Taiwan to avoid high EU tariffs Nuying Huang,Taipei;Jackie Chang,DIGITIMES[Monday 10 September 2012]The EU's anti-dumping investigation includes China-made solar wafers,cells,and modules,but if firms can prove that not all components of a solar module were made in China,they may be eligible for lower tariffs if the investigation ultimately finds dumping did occur.
Some solar firms in China have been reportedly trying to prove that not all components of their solar modules were made in China,for example,by utilizing solar cells made by Taiwan-based firms through OEM orders.These firms have been asking Taiwan-based makers to support their claims.
Related Taiwan-based solar firms are still evaluating the action since some of the orders were made due to the anti-dumping investigation in the US,and products have not been shipped to Europe.In addition,the orders were not long-term.
According to Taiwan-based solar firms,they have to determine the final destination of their solar cells before they can support the claims.
Taiwan-based solar cell makers have another concern regarding the China-based customers'claims.Taiwan-based solar cell makers have been warned before about the possibility of being investigated by the European Commission.Although Taiwan-based firms were able to dodge a bullet on the previous occasion,it does not mean the firms will not be targeted in the future.
