China will adopt the principle that polluters pay and large oil consumers assume more in the quality upgrade of finished oil, according to the policy issued by the National Development and Reform Commission (NDRC) on September 23.
Upgrade grade 3 gasoline and diesel to grade 4 as the prices are increased by CNY 290 and CNY 370 a ton, respectively. Upgrade grade 4 gasoline and diesel to grade 5 as the prices are increased by CNY 170 and CNY 160 a ton.
Three major oil companies completed refinery reconstruction for finished oil quality upgrade and will undertake about 30% of the adding costs, while consumers need to undertake about 70%.
