On May 6, the EU made a preliminary ruling that the Union shall levy provisional antidumping (AD) duties on China-made silicon photovoltaic modules and components at 11.8% before August 6, 2013 and at the rates below from the date for six months under EU HS Codes ex38180010, ex 85013100, ex 85013200, ex85013300, ex85013400, ex85016120, ex85016180, ex85016200, ex 85016300, ex85016400, and ex85414090.
For this case, none of Chinese firms has got market-economy recognition, and the EU uses Indian products as reference to Chinese products in terms of normal value. The dumping investigation period is July 1, 2011-June 30, 2012 and the injury investigation period is for 2009-2012.
