According to the information of the central government’s website on November 2, a TV and Telephone National Conference on Promoting the Domestic Trade Circulation Modernization was held in Beijing on November 2. The member of the Standing Committee of the Political Bureau of the CPC Central Committee and the Prime Minister of the State Council Li Keqiang made important instructions. The instructions said that accelerating promoting the modernization of the domestic trade circulation is of great significance to better docking production and consumption, expanding the effective demand of China and improving the living quality of the people. All regions and relevant departments should vigorously reform and innovate, improve the supporting policies and further clear the “roadlock” which hinders the whole nation in unifying the major market construction. They should also break the regional blockade, unblock “the channel” of the market and practically reduce the circulation cost. Efforts should be made to further promote the public to start businesses and to innovate, to encourage the public to participate and develop all kinds of business with online or off line integration. Efforts should also be made to further improve the efficiency of regulatory and the service, to standardize the circulation order, to strengthen honesty and faithfulness, to create a legal environment of business, to practically make the modern circulation industry an important industry, to support the development of the economic society, and to contribute to the building of the well-off society. The member of the Political Bureau of CPC Central Committee and Vice Premier Wang Yang attended and addressed the meeting. He emphasized that efforts should be made to carefully implement the important written instructions of Premier Li Keqiang, to accelerate promoting the modernization of the domestic trade circulation. The domestic trade circulation should be made as a new development engine of the economic transformation, a new power of optimizing and allocating the resources, a new platform for the public to start businesses, a new field of the construction of the ecological civilization construction and a new carrier for spreading the excellent culture.
Wang pointed out that in the recent years; the reform development of China’s domestic trade circulation has obtained significant achievements. The circulation scale ranks the second in the whole world and the circulation network has been improved day by day. The modern circulation enjoys a rapid development and the circulation management level has been constantly improved. These significantly contribute to promoting the consumption, stabilizing the investment, adjusting the structure, benefiting the people’s livelihood and helping the innovation.
Wang emphasized that in the next period, the domestic trade circulation should regard the spirit of the fifth plenary session of the 18th Central Committee of the Chinese Communist Party as a guidance to firmly establish the development concept of innovation, coordination, green, opening up and common sharing, to vigorously promote the informationization, standardization and intensification of the circulation and to push forward China to march from a big circulation country to a strong circulation country. Efforts should be made to play the positive role of the circulation in consumption, to build a traceability system of the necessities of life, to protect and inherit the China time-honored brand, to innovate the development mode of the cross-border e-commerce, to safeguard the basic consumption, to expand the quality consumption and to lead the overseas consumption to flow back. Efforts should also be made to strengthen the construction of the circulation infrastructure of the wholesale market of agricultural products, to insist developing new construction and transformation simultaneously, separating the investment and operation, paying equal attention to the hardware and mechanism, and linking the central to the local governments, for the sake of realizing the dual goals of public welfare and marketization. Efforts should be made to accelerate the construction of the networking, digitalization and intelligence of the circulation, to promote the online-to-offline integrated development, to actively develop the e-commerce in rural areas, to improve the management level of the informationization of the government, and to seize the high point of the circulation competition. Efforts should be made to accelerate the construction of the standard system of the key fields, to strengthen the promotion and implementation of the standards, and to improve the circulation efficiency. We should also endeavor to support the circulation enterprises to be bigger and stronger, to promote the transformation and upgrading of the commodity transaction market and merchandising enterprises, to vigorously develop the third-party logistics and to improve the intensification level of circulation. Finally, efforts should be made to take deep actions to break the regional blockade and to combat infringement and counterfeit, to accelerate the construction of the credit system and to create a unified and open market order with good order and competition.
