Shanghai imposes restrictions on the energy's consumption for the first time and plans to start carbon trading soon to reach the goal of carbon emission and energy consumption intensity.

Shanghai government said in one energy-saving conference that Shanghai's total energy consumption of this year should not go over 118,400,000 tons of standard coal.

This goal will limit Shanghai's energy consumption to be lower than 4.18% of that of last year.

Measures will be taken to cut emissions in manufacturing, transportation and construction industry to reduce the use of energy, said Shanghai government, this plan will recude emissions of CO2 per unit by 3.5%.

Shanghai will be one of the seven cities that conduct the pilot project of carbon trading.

A report showed that Shanghai planned to start carbon trading in first half of the year. But related rules won't be published until the end of 2013.
