They are among the new faces to join Ireland's richest 250 this year. Dowling is worth £74m and Fry is worth £59m.
Metal and glass packaging giant Ardagh Group is chaired by Paul Coulson, who earned £965m. Coulson earned £200m in 2012, according to the Rich List.
According to the Sunday Times, he is known as the 'Cooler' and has more than 36% of the Dublin-based group, a stake that will be valued at £900m if a planned American flotation succeeds.
Ardagh's former managing director Eddie Kilty is worth £86m and has a 3.4% stake in the group.
Hans Rausing and his nephew and niece Kirsten and Jorn Rausing – the son and grandchildren respectively of the founder of Tetra Pak – remain the richest on the list to have made their fortune from packaging.
Textile and plastics investor Sri Prakesh Lohia came 39th on the list. He made his money from producing PET resins for plastic bottles. He is worth £1.89bn.
The Smurfit family came 232 on the list and are worth £398m.
