The New Zealand Ministry of Commerce Has Decided to Revise The Duties Imposed on Imports

The New Zealand Ministry of Commerce has decided to revise the duties imposed on imports of wire nails from China following a limited review completed in June 2012. Four types of nails are exempted from the duties, which include Hammer Drive Anchors, Nail-in Plugs, Drive Pins and GIB Braceline nails. The goods subject to the duties are described as: Wire nails of iron or steel, bright (plain) and galvanised (coated), excluding wire nails that meet any of the following criteria: those made of stainless steel; those equal to or greater than 155mm in length; those equal to or greater than 7mm in diameter; those that are collated or for collation; horseshoe nails; nail-in plugs, consisting of an assembled steel nail and nylon sleeve; the nail having a round, flat or mushroom head and being plated with zinc or stainless steel; drive pins, consisting of a two-part steel nail with a plastic sheath for use in a powder actuated tool; hammer drive anchors, consisting of a zinc galvanised steel expanding anchor comprised of a nail and a body; GIB Braceline nails, branded as GIB Braceline? , a hard drawn wire nail made up of a smooth shank pin and a concave washer head that has been silver zinc-plated and is intended for use in securing bracing plasterboard. Chinese Manufacturers Exempt from the Anti-dumping Duty Wire nails produced by the Chinese manufacturers listed in Table 1 below are not subject to anti-dumping duty (except where they are exported by the companies listed in Table 2 - where Table 2 rates apply): Table 1: Manufacturers Exempt from Anti-dumping Duty Tianjin Baisheng Metal Products Co. Ltd Shanghai Puying Architecture Hardware Co Ltd Where wire nails produced by the companies named in Table 1 above are exported to New Zealand by another company, other than those named in Table 2 below, the importer needs to provide evidence to verify this in order to be exempt from the anti-dumping duty. Companies Subject to Anti-dumping Duty The anti-dumping duties are imposed through ad valorem rates of duty as shown in Table 2 below. There is also a residual ad valorem rate which applies to all other manufacturers or exporters of the subject goods. Table 2: Rates of Anti-dumping Duty Tianjin Kunxin Metal Product Co.
