Since the establishment of prerequisites for the import of steel products in Mexico, the Ministry of Economy (SE) has implemented a mechanism to prevent illegal trade practices that would severely affect the domestic steel industry.
The National Chamber of the Iron and Steel (CANACERO), acknowledged the decision of the Federal Government to avoid further damage to the industry and stressed the importance of the agreement published in the Official Gazette (DOF) to prevent practices such as dumping, avoidance and triangulation, and others.
The agreement was the result of a process of research and analysis for several months by teams headed by the Secretary Ildefonso Guajardo, the SE, the President of CANACERO, Alonso Ancira, and Victor Manuel Aguilar, Head of the Unit of International Trade Practices of SE.
During the work the existence of increasingly unfair practices by various steelmakers was found, which have distorted the principles of fair competition and affected domestic producers which, unlike in other countries, do not have preferential subsidies or.
The need to establish the system of prior import permits was agreed upon, in which importers must require from the mill a certificate that determines the origin to the precise characteristics of steel products.
Also, the mechanism determines the suspension of import operations in various situations:
When the applicant submits to the SE documents or false information. When the applicant does not present the required information related to the processing of permit or automatic reporting. When the goods covered by the permit or notice to request a different intended purpose. When SE identifies the conditions of the premises of the beneficiary of the permit or notice are not the grants of motivating them.
