National Energy Administration Issued"The Twelfth 5-Year Plan for Solar Power Development"

(China Glass Network) National Energy Administration has issued “The Twelfth Five-year Plan for Solar Power Development” and launched “Large-scale Application Demonstration for Distributed PV Power Generation” recently. In addition, National Energy Administration will adopt quota subsidy for distributed PV power generation and unified subsidy standard for self and small amount PV power generation. The strong support from the government for PV industry is unprecedented. Meanwhile, the change from “Advanced Installation Subsidy” to “Actual Power Generation Subsidy” is also a big highlight. The change of subsidy way can effectively avoid cheating behavior and lead benign development of the distributed PV power generation projects. Global market share of Chinese PV manufacturers has been more than 60% with annual rate of increase over 100% in the past five years, subsidy policy from the government is no doubt a good opportunity for Chinese PV industry. The great policy support from the government is also a big challenge for the whole industry. The changing of subsidy policy also improve quality requirement for PV products. The new policy will give corresponding subsidy by power generation amount. Products with good quality can really benefited form it and small enterprises with poor quality will be eliminated. Transformation and upgrading of enterprise is the main development trend for PV industry now. Technological innovation and self-adjustment is the principle for survival. The increase of annual installation amount set by the government can help select the superior and eliminate the inferior of PV industry.
