Taipei,Oct.2,2012(CENS)--An inter-ministry meeting of the Executive Yuan(the Cabinet)concluded yesterday(Oct.1)that quota of foreign laborers for new investment projects can be increased by 5%or 10%for a period of three years,without having to pay employment stabilization fee.However,the ratio of foreign laborers will still be capped at 40%.
Kuan Chung-min,minister without portfolio,expressed that the maintenance of the 40%ceiling for the employment of foreign laborers is out of the consideration of feasibility.Lifting of the 40%ceiling will entail major change in the existing five-tier framework for foreign-laborer quota and many firms need not employ foreign laborers up to the ceiling.
Hsieh Cheng-tai,another minister without portfolio,remarked that the increased quota for the employment of foreign laborers will be applicable to small and medium enterprises,as well as foreign investors.Investors in new factories or machinery equipment will be able to enhance the quota of foreign-laborer employment by 5%.In order to increase foreign-laborer employment quota by 10%,investors will have meet the conditions specified by the Ministry of Economic Affairs(MOEA),including investment value reaching a certain scale or production of high value-added or key components and parts.
The increased quota for foreign-laborer employment can create 8,000 job vacancies for local laborers,according to the MOEA.
