On April 12, 2012, European Union published the notification of G/TBT/N/EU/34, and established ecodesign requirements for directional lamps, LED lamps and related equipments.
Each ecodesign requirement shall apply in accordance with the following stages:
Stage 1: 1 September 2013
Stage 2: 1 September 2014
Stage 3: 1 September 2016
Notified regulation provides specific requirements for energy efficiency index (EEI) for directional lamps, functionality requirements and product information requirements.
1. EEI requirements
Application date |
Maximum energy efficiency index (EEI)
Mains-voltage filament lamps | Other filament lamps | High-intensity discharge lamps | Other lamps
Stage 1 | Φ use >450lm, 1.75 | Φuse≤450lm 1.2, Φ use >450lm, 1.75 | 0.5 | 0.5 |
Stage 2 | 1.75 | 0.95 | 0.5 | 0.5 |
Stage 3 | 0.95 | 0.95 | 0.36 | 0.2 |
2. Energy efficiency requirements for lamp control gear
From stage 2, the no-load mode input power of lamp control gear intended for use between the mains and the switch for turning the lamp load on/off shall not exceed 1.0W. From stage 3, the limit shall be 0.50 W.
For lamp control gear with output power (P) over 250W, the no-load mode input power limits shall be multiplied by P/250. As from stage 3, the standby power of lamp control gear shall not exceed 0.50 W.
From stage 2, the efficiency of control gear that transforms mains voltage to extra-low voltage for halogen lamps shall be at least 0.91 at 100% load.
3. Functionality requirements
Notified regulation put forward all kinds of functionality requirements for directional lamps and for non-directional LED lamps and directional LED lamps. For example, it specifies the following functionality requirements for LED lamps (including non-directional and directional):
Functionality parameter |
Requirement |
Lamp survival factor at 6000h | From stage 2: ≥0.90 |
Lumen Maintenance at 6000h | From stage 2: ≥0.80 |
Number of switching cycles before failure | ≥ 15000 if rated lamp life ≥ 30000hotherwise: ≥ half the rated lamp life expressed in hours |
Starting time | < 0.5 Sec. |
Lamp warm-up time to 95% Φ | < 2 Sec. |
Premature failure rate | ≤ 5.0% at 1000h1000h |
Colour rendering (Ra) | ≥80≥ 65 if the lamp is intended for outdoor or industrial applications |
Colour consistency | Correlated colour temperature (CCT) spread within a six-step MacAdam ellipse or less. |
Lamp power factor (PF) | P ≤ 2W : no requirement ; 2W < P ≤ 5W : PF > 0.4;5W < P ≤ 25W : PF > 0.5;P > 25W : PF > 0.9 |
4. Product information requirements
Notified regulation provides specific product information requirements for directional lamps, and provides additional product information requirements for LED lamps replacing fluorescent lamps without integrated ballast.
