The Department of Commerce of the United States published the results of the final decision of anti-dumping and anti-subsidy investigation against tyre of passenger car and light truck originating in China on June 12, 2015. The tax rate is improved compared with the preliminary decision. Many Chinese state-owned enterprises involved in the case still use the national unified tax rate rather than being given the separate rates.
The Head of the Trade Remedy and Investigation Bureau of the Ministry of Commerce said that the Department of Commerce of the United States launched the anti-dumping and anti-subsidy investigation against Chinese tyre products, adopted a lot of unfair and discriminatory practice during the investigation, especially refused to give Chinese state-owned enterprises the separate rates, and deliberately raised the dumping and subsidy tax rates of Chinese products. Chinese government is paying close attention to it.
The Head pointed out that during the process of this investigation, the relevant Chinese government protested against the United States on its unreasonable practice. Although the Dispute Settlement Body of the WTO ruled that the relevant practice of the United States violated the WTO rules, the United States still continued its wrong practice during the final decision. This not only severely damaged the legitimate interests of Chinese tyre export enterprises, but also violated the multilateral trade rules of the WTO, going against the stability of the multilateral trade orders.
The Head emphasized that China urged the United States to strictly abide by the international trade rules, to carefully use the trade remedy measures, to take responsible attitude and actions, to correct the wrong practice and to uphold the multilateral trade system and the trade and economic relationship between China and the United States.
