Beginning December 1st 2010, the applicable standards version for CQC Mark voluntary certification of lamp controlgear will be replaced by new version standards, the list of the contrast of the standards as follows,
Old version standards:
GB 19510.1-2004 Lamp controlgear-General and safety requirements,
GB 19510.3-2004 d.c. or a.c. supplied electronic step-down controlgear for filament lamps
New version standards:
GB19510.1-2009, GB19510.3-2009
Those new standards had been issued and GB19510.1-2009 , GB19510.3-2009 will be taken into effect on December 1st 2010. Some related requirements for this standards change as follow,
1. For the certificates holders who hold old version certificates should submit change application on the CQC website before the follow-up factory inspection after December 1st 2010. Once your change applications are receipted, you should submit necessary documents to CQC and test Laboratory, and send test samples to the test Lab according to the notice on CQC website in time. The test samples will be tested through differences of standard (see Appendix) and new implementation rules of electronic controlgear for filament lamps. Based on qualified test report, the new certificate will be issued. Changing the old certificates should be completed by December 1st 2011. If the certificates were not transferred on time, they would be postponed, if they failed to be replaced, they would be withdrawn by December 1st 2012.
2.From December 1st 2010 to November 30th 2011, each CQC's branches in local have duty to notify the factory that applicable standard versions of lamp controlgear have changed on the time of their follow-up factory inspection. If certificate holders still do not submit the change application, the non-conformity will be issued by inspectors to factory. Factory can correct this non-conformity by submitting standard version change application in ten working days.
3.After June 30th 2012, CQC will not receive standard version change application.
1. In the marking(7.2),add a declaration of the allowed length of the output wire and cable; in the general notes of tests(5),add the requirements of output wire and cable.
2. in the protection against accidental contact with live parts(8.2),use tables 2 and 3 respectively of IEC 60384-14:2005 and test requirements to replace the requirements of IEC 60065DE 9.3.4.
3. in the abnormal condition(16), add the requirements of tests.
4. in the table I.7(type of insulation 3), cancel the classification of currents and relative data.
5 .for independent control-gear, should consider the new version of 7000.1 standard.
